Where to host party/what to do...????

hi,
it's a birthday party for a girl turning 16, there will be about 8-10 people at the party and we can't do it at home. We have a limited budget of about 35-45 dollars, and if we host a bowling party, should we pay for all of the tickets?, and if its at a restaurant, should we pay the bill?, i dont know what to do... i dont want something expensive, but i want the guests to not have to pay (does it look bad if they have to)...i dont know this is the first time we are hosting a party, so please help us out,
