Stuck with Party Theme

Hi there... my boyfriend's birthday is on the 27th November and mine is the 29th November. We're both turning 21 and want to have a double 21st party but we're having problems agreeing with themes.

We live in a little town where the guest list will probabably come to about 60 people and people in little towns don't like to dress up.

But I'd like it to be a little fancy where my boyfriend would prefer it to be more fun. Please help?
