Need ideas for 16th birthday

I'm planning a party for about 10 sixteen-year-old girls on a VERY low budget ($50 max). We were thinking about maybe some type of cupcake theme? Something very girlie and cute. It's in the summer, but the backyard is very small and parks are far away. HELP!!!
