Budget, Theme, Location....... HELP!!!!

Hi, my name is Natalie, and I am going to turn thirteen on 24th August (which isn't that long away!). I am having a huge dilemma. I will be inviting about 16 people, give or take a few. I adore girly things - pink, shopping, spas, manicures, massages ect. PLEASE give me some ideas and suggestions! I need your help!
